Governments

public
interest

transatlantic
communications
suffered

their
veracity
could
not
be
doubted

admit

construction
of
this
submarine
boat

escaped
the
public
eye

For
a
private
gentleman
to
keep

secret
under
such
circumstances

be
very
difficult

for
a
State
whose
every
act

persistently
watched
